The Jolly Roger flag was said to be flown once a ship had its prey ship in its sights. Likely intended as a communication of the pirates identity, which may have given the targets the opportunity to surrender. It has been claimed that..if a ship decided to resist, the Jolly Roger was taken down and a red flag was then raised in its place.

This indicated that the pirates intended to take the ship. By force. Without mercy.
